Pols 1: Essentials of Government Policy Paper Analysis Rubric Fall 2021 Purpose/Description An essential element to participate and understand politics is to analyze political issues. Identifying issues that you find interesting also creates opportunities to participate in politics. For this research paper, you must introduce a public policy issue (crime, drug policy, immigration, or any issue you find interesting). After describing your issue, you must identify a specific bill or policy that is being discussed in congress. Subsequently, discuss the positive and negative attributes of the bill. Conclude the paper by making a case for whether or not you think the bill should become a law. This analysis can be for a bill in the State of California or Federal Government legislatures. Due Dates: Essay Topic: A short paragraph describing the issue area and the potential bill you will analyze. Must include at least 2-3 references. Outline (100 pts): 25 pts: Student discussed background of a political issue, including a discussion of relevant court cases or laws. 25 pts: Student clearly identifies the main aspects of the bill, focusing on the main objectives of the bill and how the bill achieves those objectives. 20 pts: Student identifies positive and negative attributes of the bill and provides details and examples. 20 pts: Student makes an argument for or against the passage of the bill. 10 pts: Student had at least 4 references from any combination of books, journal articles, or mainstream news sources, cited correctly within the outline. Essay (100 pts): 35 pts: Introduce a public policy issue - Discussed background of a public policy issue, particularly identifying either court cases or other relevant laws. 35 pts: Discuss a bill – Student clearly identifies the main aspects of the bill.
