You are a policy advisor to the new Administrator of FEMA, Ms. Deanne Criswell. The Administrator has the immediate need to “spin-up” quickly on important preparedness and resiliency issues, especially since during her tenure, she will be emphasizing preparedness and resiliency. As she stated in her confirmation hearing: “I welcome the challenge ... to lead FEMA in its effort to create a more prepared and resilient nation.” She needs to quickly gain a fuller understanding as to key policy issues and be quickly ready for both press conferences and inevitable Congressional hearings.
Each policy briefing paper needs be short, concise, and to-the-point on a key policy preparedness and resiliency issue. How can you best convince the Administrator that your facts, analyses and conclusions are “correct”? Each paper can only be 6-pages maximum, excluding required title page, footnotes or endnotes, and bibliography. The Administrator has requested that the briefing paper be double-spaced, 12-pitch, and Times New Roman font – no exceptions. The briefing paper needs to have at least three additional sources (articles, book chapters, etc.) beyond the assigned readings. The Policy Briefing paper should include and will be graded on the following:
Statement of the policy problem: Focus of the briefing paper
Critical review: Of the facts, discussion points, and conclusions presented in
sources cited
Options: Clear presentation of policy options proposed to resolve the problem
Analysis of options: Using authoritative sources and logical reasoning, assess the
options presented
Recommendation(s): Based on the “realities” that you believe should be
considered and conclusions drawn

policy development at the federal, state or local levels, or private or not-for-profit sector levels? For example:
How can the federal or state or local government assist in mitigating the effects of wildfires or earthquakes or floods, etc.?
How can hospitals be required to insure data privacy while ensuring medical safety?
How can cyber vulnerability at the individual, institutional or governmental levels be reduced?
How can the rate of COVID inoculations be increased?
