Since the rank of the matrix needs to be 3, all the three rows have to be non zero. In part
3A, it is already figured out that for number 3 and -3, the last row will be zero resulting in
rank 2 matrix.
So for all other values apart from 3 and -3, the resultant matrix will be a rank...
