I completely agree with the post written by you here which explains a step by step procedure on how the learning assessment can be used as instructional technology.
Goal: The first part of your post here has been explaining the goal of the instructional design model to evaluate employees, who perform similar functional tasks. The way learning theory has been used as an instructional design model in theory is appropriate and reasonable. As supported by Aguinis (2019), if a group of employees carries out the same task then they should be rated in a way since that will help the manager understand who is doing the work properly and who is not.
