Introduction
The planning system is an institutional arrangement for planning the process and processes of the city and region, implementing the system and managing the planning process. The Western Australian planning framework coordinates land use as well as development by balancing many of the potential competition problems related to economic, social and environmental problems. The triple-bottom line is governed by a number of new planning policies, plans and other legal procedures. The basic goal is to develop and maintain the good life of people living in Australia.

Strategic plan: Enduring planning is required for Western Australia by completely integrating economic, environmental, social, and infrastructure requirements. In terms of sport and leisure, it is the most critical area because it has a potential to acquire land or resources to meet future growth requirements (Buxton and Goodman, 2014).
