Introduction
This report proposes development of a new Information system for the target company Susan Bell Research. It is a qualitative research consulting company based in Sydney, Australia and serves clients from Australia, UK and Europe. The company is an intermediary in Intellectual Property and research promotion process and takes an important position in research and development in Sydney. Research information is used by a variety of bodies like researchers, research managers, research strategists, publication editors, media and general public. As a result of thorough understanding of the issues and needs of Susan Bell, this report proposes designing and implementation of a new IS as a possible solution for the company.
The existing information management systems operate at regional level and with significant increase in the applications for funding and other research-related IP, the system lacks centralization. Currently, documentation is processed manually and is then stored in electronic databases. The use of two mediums is causing management issues and information visibility issues. Further, access to the information needs appropriate management, considering the sensitivity of information in Intellectual Property. A high level of search method and interactive and intuitive interface of intranet and outside network is required at the company to enable users like public academic institutions, government bodies and industry experts to access relevant information successfully. The existing IS cannot cater to these challenges since it lacks centralization and uses non-uniform medium of documentation storage format.
This report presents the scope of the project clearly stating the objectives that need to be fulfilled through the proposed solution and requirements clearly identified. The four main processes in the Information System development are described. These include scope management, cost management, stakeholder and communication management and risk management. Work breakdown structure is established for the target company to summarize a strategy for scope validation. We have developed a project schedule and Gantt Chart based on the WBS. We have estimated the costs of developing a new IS for Susan Bell based on the time schedule. We further identified stakeholders with complete details relevant to the project and their means of communication like the person involved, their position, responsibility and means and frequency of communication. Lastly, we have outlined the estimated risks involved in the project and their mitigation strategy. The three main risks are elaborated such as project risk, technology and technical risk and security risk. A risk register is developed depicting three risks of each type with their likelihood of occurance, impact and mitigation method.
Objective
The insight into the current information management system of the comapnt offers great opportunities and allows to define key requirements for the new Information System

The intellectual property management can be improved by fulfilling the following objectives:
· The project shall be phased following software development lifecycle.
· The option of outsourcing the software and customizing it according to the company’s needs instead of creating the software within the company, shall be explored.
· Adopting user centered approach in collecting data and feedback during every stage of the project to point out the best fit for the company.
· Setting up separate networks for different types of users of the new system and implementing robust network security system with firewalls, encryption anf other physical security mechanisms.
· Cutting costs using open source software
· Estimating the time schedule within the proposed time frame of 11 months for completion of the project and offering cost estimations that include all costs within the proposed cost of $83,000.

Functional Requirements
In order to determine the requirements of the system, it is essential to gain insight in the current system and the requirements of the stakeholders. An extensive gathering of data and user feedback and its analysis is required. The current system does not use tools to manage and keep track of patents, licenses, research documents and trademarks. The current situation of the company is analyzed and the key requirements are
· Centralization of information management.
· Security
· Easy retrieval of information.
· Software tools for better IP management
These requirements shall be maintained by deciding them into two categories, routine objective and development objectives. The project managers shall manage the routine objectives. The resource requirement requests shall be collected in capacity plan or master project schedule so that total resource demand for the company is known. The resource requirements are compared to the forecasts of availability received from project managers.

Scope Validation Strategy
Adoption and institution of strategy based on technology competence in project design, design review and verification of scope definition should be done alongside the project implementation. The strategy that should be adopted for scope validation and change control includes the following key points.
1. Required inputs shall be collected in a project charter, enlisting the enterprise environmental factors and company’s process assets.
2. A work breakdown structure shall be created that shall outline the hierarchy of project deliverables. The WBS shall form discrete pieces of information.
