 Is it really surprising that adolescents engage in risky behaviors? What kinds of activities do adolescents often engage in that in later years they might consider too risky? Why?

Consider specifically driving. When do most adolescents learn to drive? Why does it matter? We could address this problem by raising the minimum age for driver's licenses or by introducing graduated licenses (both solutions have been tried in various locales). Do these solutions help? Are they sometimes problematic? Are there any other solutions?
