Community policing is not a new concept, yet many people describe it differently even though the goals and objectives are ultimately the same. Departments across the United States support community policing programs and even have community policing embedded in their mission and vision statements.
In the Book:
The early development and assessment of initiatives that ultimately led to community policing occurred with little consistency between the projects. In the early cases for example, flint, Newport news, Houston, Newark, and Baltimore County there was little coordination between the programs largely because they were developed independently of each other. Conceptually, the programs had similar ideas that researches and administrators wanted tested to see if they would work. Moreover, the projects were evaluated by different organizations in relative isolation.
Most criticism of community policing programs can be viewed from two perspectives: ( 1) research/ evaluation design and (2) concept. In the case of the former, Greene and Taylor identify several deficiencies in the tested programs.
