In this course, you explored the current and future state of the educational, political and social policy issues faced by urban education. In this assignment, you will develop a program proposal to address an area of need. Program planning, implementation, and evaluation are skills and expectations required of educational leaders. The term “program proposal” is all-encompassing; so, whether you plan an instructional module for college students, the higher education curriculum, or the professional development program for an organization you will use the basic phases of program planning. The basic phases of program planning include 1) needs assessment, 2) program outcomes & learning objectives, 3) program structure, and 4) evaluation of program.


You will develop a proposal using APA format. The plan should be 3-5 pages. The proposal should include the following



  1. Needs Assessment

    1. Describe the learning environment/organization

    2. Identify major stakeholders

    3. Identify the issues, concerns, gaps, or trends that need to be addressed

    4. Describe how the proposal will benefit the stakeholders

    5. Identify two methods for gathering data for the needs assessment

    1. List the desired knowledge, skills, and dispositions to be achieved

    2. Create three program outcomes

    3. Create two learning objectives aligned to the one of the program outcomes
