Introduction
When any project started, its success rate is indefinite. There are various stages of the project, despite implementation of the framework, achieving of expected outcome is difficult. In Australia, there have been many such projects which started with great expectation and faced the ultimate failure. One such project is Queensland health and payroll system. This project was considered as the one of the worst IT projects in the history of Australia. In 2008, Queensland Health decided to replace its payroll system and gave contract to the IBM to design the same. During the period of 2 years, multiple changes had been done in the system to meet the requirement. It has been seen that 5 years after commissioning of the project with high budget than the original estimated budget, this system causes big blunders. This new system left the thousands of workers either underpaid or they are not paid at all. This project resulted in the huge failure and the total cost which wasted in the project is around $1.2 billion. This project was completed way behind the time as it was eighteen months late and the budget was 300% higher than the initial budget decided for the project. On the contrary, after initial six months, there has been many issues this project faced such as complex architecture, technical failure, and procurement issues. This following project focusses on the issues and factors which are responsible for the failure of the project. It also analyses the steps which has been taken wrongly and give recommendation on what corrective measures could have been taken to save the project from becoming massive failure.
Main issue associated with the case project
When the project was initiated, it has been started with the purpose of enhancing opportunities with the help of mobility of workforce. Some other purpose of the project was enhancing visibility of the cost of products and services. The payroll system was expected to reduced duplication of the data and reduction of unnecessary information, it was aim to reduce the expenditure which is linked with the licensing agreements and improve the economics. Apart from this, it enables the government to focus on the improving competencies and help in enhancing the service standards (Australian Government, 2013). One last thing which was expected from this project was consistency of finance and human resources information in various governmental agencies. Thus, to implement such kind of project, IBM was given the contract. Initially, duration of the project was August 2008. Later, IBM decided to conduct the additional planning to the deliver the project but after taking eighteenth months. Thus, delivered the project finally in 2010. When project was finally submitted, it resulted into considerable cost and time over run and failed to give the expected outcome.
There are many reasons which resulted into failure of the project. One of the prime reasons was the complexity in implementation of the project (Australian Government, 2013). The complexities include large information, industry complication, system complexity, complexity with client consultant relationship, and system implementation issue.
Industries complexity
The health and social care sector were attained the individuals, process, and services which are provided by hospitals, pharmacies, and diagnosis agencies. Health and social care industries is different from other industries due to its complication and complexity. It has been seen that health and social care organisation have distinct client base, diversity of the clients is unique and random. This is because these clients are patients who either takes the service for temporary basis or permanent basis. Queensland Health consists of 85000 workers who are working twenty-four*seven hours (Australian Government, 2013). Apart from this, workers in Queensland health work in two different act and twelve different sectors. This sector offers wide range of health service to around more than 40000 people per day across three hundred sites in Queensland. This data indicates that payroll management systems which have approximately 24000 groupings of awarded salary. Since there was lack of proper designing, planning and implementation of the project, it resulted in complete failure. It is important to notice that the healthcare industries required quality management and strong leadership which guides the sector and contributed towards the success of the project. In case of the Queensland Health payroll system, poor management and lack of support from top management make the major contribution towards failure of the project.
