In the 1980s, the radical Abdullah Azzam contended that it was the duty of all Muslims to fight non-Muslims invading or occupying Muslim territory, a claim not inconsistent with nationalist and religious struggles throughout history. Terrorists have claimed legitimacy of their killing of innocents, but this is explicitly forbidden by the Quran.
