In 2002 Brazil lodged a complaint with the WTO against US government actions in the cotton industry. There were two issues: the first was the level of subsidies paid to cotton producers in the US; the second was the export guarantee scheme operated by the US government which made exporting cotton from the US both cheaper and easier.
