City of Melbourne – Client
The outcome of the project, that is, a community-level library shall benefit the wider public by way of offering the services free to them. On completion, the library’s maintenance and operation shall be under the direct control of City of Melbourne. Hence, City of Melbourne which shall own and manage the library us designated as client for this project.
Project Management Team
The project team is a small consultancy firm that is hired by the client to plan the project and employ the services of third-party architects and contractors to design and construct the library and deliver the same. The project team shall be headed by a experienced Project Manager aided by two executive who shall form the project team. The project team shall make use of consultants, external contractor and other suppliers / vendors to complete the project.
Problems & Opportunities

Deliverables
In essence, the key deliverables of this project entail the following:
· Identification of suitable location for the library and procuring / arranging the land for establishing the library
· Designing of suitable facility and building that shall support the project goals of establishing a library encompassing various facilities including free access for the visitors supported by world-class / advanced technologies, affiliated resources, event spaces, and platform for offering education / learning on aboriginal culture as well as history
· Hiring construction contractors and procurement of the required services / materials / equipment
· Planning and undertaking the construction of the proposed library
Handing over the fully functional library to the City of Melbourne.
Limitations
The project scope shall not entail maintenance, operation and delivery of the library of the services once the project has been completed and delivered. Further, the budget of the project is not flexible or negotiable, and failure to complete the project within the allocated budget shall have cost / legal liabilities on the project team.
Project Objectives
The key objectives of this project by way of the proposed library will include the following:
· Creation of the library in the form of design, development and construction that is easily accessible for people in the specific community
· Creation of new hotspot / platform that shall attract visitors to the culturally significant Federal Square
· Establishing a platform that shall promote and foster preservation of the cultural as well as civic values over a longer-term horizon
Outcomes
At the end of completing this project, the project would have undertaken and delivered a fully functional library by way of identification of suitable location for the library and procuring / arranging the land for establishing the library, Designing of suitable facility and building that shall support the project goals, hiring construction contractors and procurement of the required services / materials / equipment, planning and undertaking the construction of the proposed library and handing over the fully functional library to the City of Melbourne.
Approach & Methodology
This project implementation will employ PMBoK framework to plan, manage, monitor / control and deliver the project employing suitable processes, tools, approaches and other methods (Papke-Shields and Boyer-Wright 2017; Tereso et al. 2019; Muller et al. 2019).
The construction shall be undertaken using turn-key contract wherein the project construction shall be contracted to a third part contractor (Meredith et al. 2017; Heagney 2016; Gido et al. 2014).
