A modern and eco-friendly housing scheme will be constructed which will meet the housing demands of this area. The bigger objective is to offer the residents a living place where they can improve their living habits which should lead to better health and wellbeing. The deliverables of this project include a housing scheme with 200 prefabricated ready to move in houses for the homeless people of Greyville city. Each house with a connection of all the basic utilities such as gas, water and electricity. Each house with an access of alleyway leading to the main access road of the housing scheme. PROJECT SCOPE STATEMENT Project Proposed Title Prefabricated Housing Scheme Date September 2, 2019 Project Sponsor Dan Black Project Scope Description The project is based on constructing a housing scheme where prefabricated houses will be installed. In this project 200 number of prefabricated houses will be installed along with their alleyways, installation of basic utilities such as water, gas and electricity, outdoor lights, and sewerage system. The 200 prefabricated houses have the capacity to accommodate 2 adults and 2 kids in each house therefore, approximately a total of 800 homeless people would be able to reside here. It is also suggested that these homes will be allotted to homeless on a contract of one-year extendable subject to approval after due evaluation at the time of renewal. The evaluation should contain assessment of defined attributes of the resident such as behavior with fellow residents, maintenance of the house, willingness to improve lifestyle, criminal record and other relevant factors. Once the project is completed by the project team all its maintenance and authority to allocate houses shall be transferred to the project sponsor which may then be delegated to any suitable authority or office. The project team is only responsible to deliver a housing scheme where 200 prefabricated will be installed. Along with access of alleyways and provision for installation of electricity, water and gas supply connections. The houses would be ready to live in with outdoor lighting and sewerage facility. The prefabricated houses are imported from overseas supplier. These houses are shipped from overseas in dismantled position and they can fit and fixed anywhere after land level perquisites and provision for utility connections are met. Therefore, the land will be provided by the city council with the help and recommendation of June Green and other stakeholders. The supply of utilities at the housing project site will also be made possible with the help and support of relevant stakeholders such as June Green and City Council. The average maintenance of each house will be charged from each house occupant on monthly basis so that these houses should remain maintained in service for a longer period of time. As the design and concept of these houses, they can be dismantled and installed anywhere else in future as well. In this project 200 prefabricated houses are being installed however, in the upcoming project and with provision of adequate funds from the stakeholders and expansion project may also be initiated to increase the number of accommodations. Project Objective As indicated in the case, there are several homeless people in the city of Greyville. This project aims to provide a safe and hygienic place to live for these homeless people. It is also aimed that these houses may not be allocated to any family on permanent basis rather on a contract of yearly basis. This is for the reason that these families should try to improve their living standard within the year and also should abide by the law of the land. Because currently, there is a condition of increased crime rate in the city therefore, this project is not aimed to accommodate any person who practices or supports any criminal habits or behaviors. A resident with good attributes points shall be allowed and may have extended his/her contract for another year. Therefore, this project is not only providing accommodation to the homeless but at the same time the objective is not to make them habitual of free things. Instead encourage them by giving them a chance so that they can improve their living standards and become a law-abiding citizen. High-Level Requirements The prefabricated houses should be imported on the name of charitable organization LHT. As this is a project not for profit, therefore, all the supplies should be imported on subsidized government tax rates rather than normal commercial custom duty rates. The allocation for land should be at an ideal location by the council. It should be only at a distance of 500 to 1000 meters from the main city so that access road and sewerage line (to be connected with main sewerage system of the city) should be constructed within the estimated financials of the project. As the project expects to expand in future, therefore, it must be noted, and site should have provision for expansion in future. The connection for utilities such as water, gas and electricity should be provided by the utility supplying companies for all the houses on subsidized tax rates. All the necessary documents will be available at the project management office for review of any stakeholder at any time. Project Constraints The three constraints of this project are its scope, time and cost. The details as mentioned above this project is based on prefabricated houses imported from overseas.
