1. Elaborate on what are the proposed Chinese projects in Malaysia, especially the mega projects such as East Coast Rail Link (ECRL), Forest City, Malacca Gateway, Bandar Malaysia, and Kuantan Industrial Park.



2. Since coming into power on May 2018, the current Prime Minister Tun Dr Mahathir has repeatedly vowed to renegotiate or cancel what he calls “unfair” Chinese infrastructure deals authorized by his predecessor Najib Razak.


- Elaborate the reasons why he wants to stop the Chinese mega projects i.e ECRL and Bandar Malaysia: Overpricing, corruption, etc.



3. On April 2019, the construction of ECRL and Bandar Malaysia is resumed. Chinese and Malaysian executives in Beijing signed an agreement that cuts the cost of ECRL project by 32.8% to RM44 billion from RM65.5 billion.

Proposed Chinese Projects in Malaysia
The belt and road initiative of China is the most pioneering infrastructure investment in Malaysia (Chatzky & McBride, 2019). China announced the launch of Maritime Silk Road and Silk Road Economic Belt, investment and infrastructure development initiatives in Malaysia, broadly known as Belt and Road Initiative (BRI) or New Silk Road. Though there is no official list of countries participating in BRI, China has received the participation from more than 60 countries which are close military and economic partners of US and constitute 2/3 of the global population.
The initiative provides economic and geopolitical ambition to China. The government is promoting its objective of more assertive china and the steady growth of economy has imposed pressure on the government to develop extensive market for China’s growing industrial capacity and consumer goods. It is going to create new investment opportunities, accelerate the income range for people and develop markets for export. Chinese General Liang stated in 2015, that the BRI is a fence against the move of US towards eastern world.
The government considers the Chinese funds as essential in upgrading the old public infrastructure, in driving growth and making jobs for the people. China has initiated mainly11 projects in Malaysia illustrated as follows:
1. Forest City: It is one of the biggest overseas development projects of worth US$100, started by country Garden holdings. In this project, 42% equity was held by the shareholders of Malaysia like monarch of Johor and Ibrahim Ismail. The project is expected to be completed in 2035.
2. East Coast Rail Line: The Construction and communication company of china is building a 600 Kilometer rail link that will be managed and owned by Malaysia. Its expected year of completion is 2024 (Yuan, 2018). The Rail link is a double track infrastructure project expected to carry the freight and the passengers from Western coast of Malaysian Peninsula to te eastern coast and back to western coast. Its construction was started in 2017 However in July 2018, the project was suspended and the agreement was resumed in April 2019 after a mutual agreement over revised pricing of construction. The infrastructure will offer standard gauge railway link and double tracking. It involves the stations, depots, bridges, signaling system, tunnels and spur lines.
3. Melaka Gateway, a US$10 billion port project is being constructed by Rizhao Port group and Shenzhen Yantian Port Group which will be completed by 2015 (Yuan, 2018).
4. Kuala Linggi International Port, worth US$ 2.92 billion has 1.5 million Cubic metres capacity for oil storage and will provide services for the oil used in gas and oil industry (Reuter, 2018). It is being developed and financed by China Railway Group, will be completed in...
