Address the following real world scenario involving fractions and decimals:


A cell phone company quoted a customer a data price of .002 cents per kilobyte. Later, when this customer was billed, they saw they had been chargedfor .002 dollars per kilobyte. When they called the cell phone company to contest the charge, the company claimed that .002 cents per kilobyte and .002 dollars per kilobyte are the same price, because they’re the same number.
Who is right, and who is wrong? The customer, or the company? Either way, for the one who is right, carefully explain why, and for the one who is wrong, explain how you would help them.
