I have always felt there should be ethical rules for licensed contractors, as well as licensed plumbers, electricians, etc. If lawyers, doctors, engineers, architects, and real estate agents have ethical rules that they must adhere to, then why can't we have rules in the construction industry? Ethical rules, if implemented, would have to be enforced by a government agency/organization. This could be a way to regulate, enforce, and even penalize those who violate the rules. With all the professions I mentioned that have ethical rules, a violation of one of the rules doesn't necessarily mean that they committed an illegal act. That is, it doesn't mean they violated a statute (criminal).
