Policy Framework and Implementation Proposal for improving safety and quality of care in Australian Hospitals
Introduction
The Policy about Safety and Quality framework and Implementation Proposal for the healthcare aims to provide high quality and safe care for Australian Hospitals and develops the actions required to achieve this aim (Australian Commission, 2018). Though Australia has been a leader in safety and quality management, the evidence at the national and international level illustrate that most of the patients do not receive recommended care and continue to suffer from preventable adverse incidents. The core principles of the policy provide a care that is organized for safety, is consumer-centered and is driven by information. These frameworks have emerged from intensive research elaborating a large amount of harm faced by the hospitals which is preventable. Various primary data collected through the interviews of public also found that the hospitals are unsafe. It increased the awareness of society and government. It was believed that the medical services must be evidence-based which was not the case in most of the healthcare settings. These reports led to the development of Safety and Quality movement in Australia. Such policies have significantly helped the Australian healthcare system to meet the demands of the people for the last 10 years (Dixit and Sambavisan, 2018).
The report elaborates the objectives of safety and quality frameworks and recommends measures to measure, implement and monitor the actions described in the framework.
Background
The Australian Government endorsed a similar healthcare framework in 2010 which may be adopted by all the health care settings in the country to improve the quality of care. The proposal can be used as a strategic and operational safety plan, can improve the existing activities in healthcare, can be taken as a guide to review the investments in research, and enhance the shared participation of consumers and their family members in care. The policy delivers care through 21 areas of action. Most of the tools for the policy reforms were derived from the Quality improvement techniques (clinical practice improvements, root cause analysis, and lean thinking), Error Research (System factors and human factors) and Change Management (Methodologies for improvements and leadership requirements).
Earlier in history, Australia has already implemented numerous Safety and Quality Frameworks in different states. For example: Western Australian Strategic Plan for Safety and Quality of Healthcare 2008, Action Plan for implementation of Western Australian Strategic Plan for Safety and Quality of Healthcare, Strategic Plan Term 2- Victoria Quality Council 2005, Strategic Plan Term 3., 2008-2011, Framework to manage health services quality in New South Wales 1999, Patient Safety and Clinical Quality Program 2005, Patient Safety Framework 2002 in South Australia, Safety and Quality Framework and Strategy 2006 in South Australia and Quality Framework for General Practice in Australia (Delaney, 2018). In a similar way, the strategic frameworks were established in Queensland, Tasmania and Northern Territory.
Most of the Quality Improvement Programs provided plans at the individual level of GP consultation, at the setting level, at the regional level and at the national level. The policies mainly were designed to focus on six domains financing, competence, capacity, knowledge management, professionalism and patient focus.
