Managing human resources in various cultures, an economic moreover legal system presents several challenges. But, if done well, the human resources management department will be rewarded. Business operations around the world need to be adjusted to reflect these factors. Crucially, these issues should be seen by managers and professionals as interrelated when doing business and building business around the world. Human resource management (HRM) processes vary from country to country due to differences in national contexts, natural factors, and predisposing conditions. As Cullen & Parboteeah mentioned, (2014) “The transnational differences in human resource management and the pressure to adapt to local conditions come from a range of factors that make each country unique.” The main national background characteristics that influence International Human Resource Management (IHRM) are the national cultural, political and legal environment and available resources (Aguinis & Lengnick-Hall, 2012). These characteristics also take into account their impact on the business environment. For IHRM, multinational managers are forced to operate in a foreign environment, which poses a challenge to decision making. National culture influences IERM due to differences in cultural norms acceptable to countries. Intercultural communication is a necessary condition for employees within the organization to understand each other's culture in order to eliminate communication gaps between unfamiliar cultures. The political and legal climate of a country affects IHRM because the stability of the government may vary. Due to changes in the political and legal environment of different countries, legally binding contracts between organizations may become unenforceable due to the environment. The pool of talent available will affect IHRM because of differences in access to certain resources in countries around the world (Hoch & Dulebohn, 2013).
