BSBWHS605 Develop implement and maintain WHS management systems ASSIGNMENT 1 Workplace Health and Safety Management System (WHSMS) Introduction Workplace Health and Safety Management System (WHSMS) is an organisational approach mainly conducted to reduce the risk of injury and illness arising from the conduct of the undertaking. It focuses on improving the safety performance of an organisation by integrating WHS planning, implementation and review. As the Pitstop wants to be an organisation that ensures a safe workplace without having health risks to their employees, customers, suppliers and visitors, a WHSMS should be implemented. Core elements of WHSMS Organisational requirements It is a legal requirement in Australia to implement health and safety practices in the work place as soon as the business commences its operation. This is mainly carried out to ensure a safe work place for employees, contractors, suppliers, volunteers, visitors, customers and even public. When the Pitstop owns only one fuel station, it was easy for Jim to carefully train the staff about work safety and can eliminate any potential hazards before they cause an injury. But as the Pitstop bought the new 9 ISS stores around Australia, now it has become a necessity to develop, implement and maintain a proper and common WHSMS for all the stores which Pitstop owns. In order to ensure a safe workplace, certain policies and procedures must be developed. Responsibilities and accountabilities for WHS The various responsibilities of management for WHS include the following: · Provide safe workplace for employees, suppliers and customers. · Assess potential risks and figure out ways to eliminate them. · Provide and use safe machinery and equipment. · Provide user manuals and safe operating procedures for all machineries · Assess workplace layout and label the fire exits visible to employees and customers. · Have insurance for the business as well as for the employees. · Provide training to employees about various safety measures. · Ensure the availability of first aid kits in the store. · Provide first aid training at least to all managers and supervisors and ensure that all managers have valid first aid certificates. · Provide all employees training on how to operate new ovens and how to clean them. There are various responsibilities to employees as well. They are: · Follow safe operating practises and standard operating procedures while working. · Use appropriate Personal Protective Equipment (PPEs) while operating machineries. · Do not misuse any equipment provided for WHS. · Report management or supervisor about potential hazards. · Use sign boards while the surface is wet and clean the spills immediately. · If you are unsure about something, please ask your supervisor. · Please check and record the temperature of the refrigerators and freezers at the start of the shifts. · Follow safe lifting practices while lifting objects. WHS risk management and procedures WHS Risk management and procedures are those standard operating procedures that are specifically designed to set out step by step instructions to carry out a job or task. These procedures are essential for Pitstop as it enables the company to demonstrate that it addresses health and safety obligations. Moreover, it also helps to show that Pitstop is committed to working within a close set of health and safety principles. By gathering information from the summary of incident reports provided by Amanda, it is clear that the major incident that affects the employees is the burns from oven. There are 42 such incidents and lost 23 working days because of this incident. This incident mainly occurs due to the lack of training and also due to the lack of operating procedures. So in order to eliminate these issues in future, the employees should be given proper training and insist them to use appropriate PPEs while using the oven. In order to develop a proper risk management procedure, the best way is to identify the hazard and fix them. The hazards in the work place can be identified with the help of consultation with employees and key stakeholders. Once the hazard is identified, then the next step is to analyse the hazard and then determine the likelihood of the hazard and then the final step is to eliminate the hazard. There are two Australian standards relating to the design and implementation of WHSMS. They are: · AS / NZS 4801: 2001 Occupational Health and Safety Management Systems – Specifications with guidance for use and · AS / NZS 4804: 2001 Occupational Health and Safety Management Systems – General guidelines on principles, systems and supporting techniques. Documentation and recordkeeping requirements for monitoring and review In order to develop the WHSMS, a store visit was conducted to gather information about various hazards in the workplace. While checking the records it was observed that no training records were kept for employees and contractors to provide the evidence of the work place competencies. Moreover, no rehabilitation policy was there. There were missing incident reports and the records relating to the workers compensation claims were kept in an unlocked cabinet. It is a necessity of WHSMS to keep the records of training and other reports such as incident reports, documents of site inspection, tests and maintenance, register of hazardous chemicals, Material safety datasheets for chemicals etc. Proper record keeping practices helps the management to conduct reviews about the incidents and it also helps to review the performance of the company. Employee capability and need for training By conducting the store visits, it was evident that the ISS didn’t carry out any training to their employees and no training records showing the workplace competencies of employees and contractors were obtained after meeting the record clerk. From the summary report provided by Amanda, it is clear that burns from oven is the most frequent incident that occur in the new stores and the main reason for this incident is the lack of training given to the employees for operating the ovens. Just an instruction manual translated from Japanese was given to the store managers. So to avoid such mishaps in future, all the employees should be given proper induction and training and promote them to use appropriate PPEs while handling these machines. Not all the managers were given first aid training and as a part of new WHSMS, it should be made compulsory for all the managers and supervisors to get the First aid certification. From your summary report, the company identified that burns arising from ovens is the most frequent incident happening in new Pitstop stores, almost 42 incidents were recorded. The main reasons for this are the lack of training given to the employees and the reduced usage of appropriate PPEs. As a part of new WHSMS, we have decided to give training to all our employees regarding the usage and cleaning of the ovens. Furthermore, all the employees will be given with PPEs for handling the ovens. A new standard operating procedure for operating the ovens will be developed and implemented soon in all our stores. A new cleaning procedure will also be developed as we notice that the wrong usage of chemicals will generate caustic fumes and it can result in breathing difficulties for the employees. With regards to the fuel spills, we have decided to implement a stopper in the nozzles so that the fuel won’t overflow. If a fuel spill occurs, then we have to follow the new fuel spill policy of Pitstop and have to discard the wastes in an appropriate manner so that the environment won’t be affected. If the fuel got spilled on the cloths, then rinse the area with water to clean it. The first aid training was made mandatory for all supervisors and managers and the hazard training and induction will be given to all employees and they have to fill up and sign the hazard training form and induction form at the start of their employment. It is the responsibility of managers to ensure that their store has first aid kit and replenish the items as needed. The company also decide to introduce stress mats for the counter as the cashier has to stand for long time and we also decide to put another staff for relieving the cashier after every 2 hours during peak times. We also decided to introduce a manual handling policy so that the maximum weight our employees have to lift will be less than 15 KG. By undergoing these changes at the workplace, we hope to provide a safer work place for our employees, suppliers and customers. With regards to your concerns, the Pitstop management has decided to formulate a new WHSMS and WHS policy for the entire Pitstop stores. A new procedure was formulated to address severe incidents that occur in our stores – burns from ovens. A standard operating procedure was created and a compulsory training section will be conducted for all employees regarding the oven usage. Moreover, a new cleaning procedure was also created to help employees and the written procedure for operating and cleaning the ovens will be available in all stores as soon as possible. The induction program was made compulsory for all employees and the managers and supervisors should complete a mandatory first aid course. A compulsory training will be given to all employees about various WHS issues, policies, acts, etc. By providing sufficient training and support, the company hopes to improve the staff morale and thereby reducing absenteeism and presenteeism.
