Community is a bonding and formation of small groups or societies which share common interests, opinion, hobbies, geographical location, religion, culture, experiences etc. Communication development is t
he high end requirement for betterment or empowerment of any specific community in relation to the problems or issues being faced by them. For development of any community, experts belonging to that group, come together to analyze the issues and find out measures to mitigate them (Maracle, 2018). The current research report is the need analysis of aboriginals and Torres Strait Islander community of Australia to identify the problems being faced by individuals belonging to such communities in light of Neoliberalism and to determine the corrective plan of action to resolve them. This report weaves the principles of Community Development in order to identify needs and to frame a corrective action plan for the same.

Overview of the Torres Strait Islander community
Torres Strait Islander or the aboriginals are considered to be the most primitive and original citizens of the land before the arrival of white people in Australia. More than 200 years ago, since the white community settled in Australia, these natives have been harassed, tormented, tyrannized and prosecuted (Rigney, 2016). With time although these native black Australians grew and developed, still they are considered among the weaker sections of the society. There are numerous issues being faced by this indigenous community such as poor health, economic backwardness, negative social attitude, lesser educational and employment opportunities. Thus it is highly required to analyze the need of the said community and to determine their probable solutions.
Need Analysis of the community
It has been identified from a number of literature and studies that Torres Strait Islander are the most primitive people who have found to have survived from stone ages and have overcome have faced huge struggles to settle and grow in Australia. Still there are numerous issues and problems affiliated and prevailing in this section of society. ‘Neo-imperialism’ is one of the reasons for the stated issues together with so many others (Skwirk, 2018). Neo-imperialism is mainly associated with laissez faire or liberalism of economic policies. It can be said to be a branch of capitalism promoting multiple growth of capital on account of exploitation of social welfare.
Neo-imperialism has been considered to be one of the prime factors in backwardness and exploitation of aboriginal community of Australia. It is the application of such practices to earn huge profits at the cost of social exploitation. Here the rich becomes richer and the poor getting poorer (Snijder, et al. 2015). Some of the outcomes of Neo-liberalization were destroying of social welfare program, attacking upon labor rights, cut-backing of economic health of weaker sections of society etc which further raised many issues relating to the given community.
Community development
Community Development is an approach or a practice adopted for the betterment and empowerment of community (Universal Class, 2018). It is a grounded by principles of social justice, equitable distribution of power, overall economic development, collective action and self determination. These development tasks are being carried out by experts belonging to the same community to bring people together to make more stronger and cohesive bonds among themselves.
Outcomes of Community development:
· Developing strong covalent bonds between community members by bridging the gap.
· Increasing skills and knowledge empowerment
· Identification and improvement of social conditions of the people belonging to the community.
· Determination of needs and ways to fulfill those needs.

Community Development tasks are supported by certain principles which help to identify the core areas of development and focus. These are the fundamentals or the building blocks which help in proper structuring of the design of community development plan (Smith, 2018). These help in harnessing the change from what is to what should be.
