South West Alliance of Regional Health (SWARH) was born from this joint venture agreement, resulting in an amalgamation of the alliance members’ ICT departments under a unified management team. This alliance covers an area of approximately 60,000 sq. kilometres connecting all public acute hospitals and associated health services in a region extending from west of Melbourne to the South Australian Border. SWARH has built a network connecting 16 member and 27 customer organisations encompassing approximately 180 individual sites across South West Victoria. This connectivity is achieved using a combination of fibre, copper and microwave networking technologies. SWARH’s model is a private cloud based service where services are primarily delivered from central data centres. In addition to this, the virtualisation of services (servers, storage and workstations) within its core data centres is a primary focus. The centralized cloud model has increased the dependency on the underlying WAN infrastructure which delivers services from the data centres to the 16 member and 27 customer organisations. The SWARH’s DCs deliver more than 300 applications of which more than 20 are critical clinical applications. The Opportunity On behalf of SWARH, Barwon Health is seeking responses to this Request for Proposal (RFP) RFP_2017-1014 for the provision of Storage and Compute. Barwon Health’s specific requirements in relation to the Goods and/or Services are set out in RFP Part B of this Specification. In issuing this RFP, Barwon Health seeks to identify a Vendor who is: 1. able to provide the Goods and/or Services required by Barwon Health in the manner set out in the Specification of either Section A, B or C. For example, Respondents can address all 3 sections of the requirements or any combination; 2. able to demonstrate a commitment and ability to working in collaboration with Barwon Health over the term of any agreed contractual period to continuously seek improvements in value, efficiency and productivity in connection with the provision of the Goods and/or Services; and 3. prepared to work with Barwon Health to continue to identify opportunities for improvement in the quality and level of service provided to Barwon Health, for the mutual benefit of both Barwon Health and the Tenderer. Scope and Future state With the growth of ICT services, it is required for Barwon Health as an organisation to keep pace with the required demands for storage and compute while being proactive in the provisioning of quality ICT services. Barwon Health has identified the following challenges which require remediation: · Windows XP thick clients · Aging Cisco Unified Computing Server (UCS) compute infrastructure · Extensive support requirements for storage silos · Storage space challenges (retention) for historical database backup · Limited ability to provision future projects · SQL database sprawl · SQL licensing · Lack of compression and deduplication technologies For the purpose of addressing the current issues facing Barwon Health, as well as facilitating anticipated growth for storage and compute it is required to deploy a solution by end of 2017/2018 financial year that accommodates sufficient Storage and Compute Capacity for Business As Usual activity (BAU). This will include moving Barwon Health from the current UCS and three tier storage architecture to a hyper converged infrastructure (HCI) that virtualises the computing (a Hypervisor), a virtualised SAN (software-defined storage) and virtualised networking (Software-defined networking). It is anticipated that the capacity provided by the new HCI platform will enable the build and migration of the Virtualised Desktop Infrastructure (VDI) and Microsoft SQL Cluster/Farms, which will enable Barwon Health to operate in a fully supported and scalable environment. To achieve this outcome the RFP will be split into three sections where respondents can address all 3 sections of the requirements or any combination: Section A - Hyper Converged Infrastructure (HCI) Section B - Virtualised Desktop Infrastructure (VDI) and Section C - Microsoft SQL Cluster/Farm. Note: Individual sections can be awarded to different vendors at Barwon Health’s discretion, and sections may be withdrawn from the RFP. Structure of this RFP This RFP comprises the following sections: Item Premise Description Introduction Contains an overview of the opportunity presented in, and the objectives of, this Invitation. Part A Conditions of the RFP Process Sets out the rules applying to the Invitation documents and to the RFP Process. These rules are deemed to be accepted by all Registrants and by all persons having received or obtained the Invitation. Part B Overview of Requirements Describes the Goods and/or Services in respect of which Barwon Health invites RFPs from interested persons. Part C Registrant’s Response Specifies the information to be provided in an RFP and may also specify any information to be provided by a Registrant by other means. Item 6:Additional Rules Common Use (Transition) Clause If Health Purchasing Victoria enters into a contract in respect of Goods (or Services) which may apply to all Victorian public hospitals, denominational hospitals, private-operated hospitals and/or metropolitan health services (as listed in schedules 1, 2, 4 and 5 of the Health Services Act 1988 (“the State- wide contract”), then: a) Barwon Health may give notice to the Contractor that it wishes to purchase the Goods (or Services) on the terms and conditions of the Health Purchasing Victoria contract from a future specified date; and
