If the answer is yes, does the advocacy agenda have clear underpinnings in the mission statement of the organization? Have action steps (or activities) been assigned to the advocacy agenda? If the organization does not have an advocacy agenda create one. For both situations (with and without an advocacy agenda) discuss strategies and action steps that will help with the advocacy agenda of the organization.
