Guangdong Compulsory Education Project: China
Project details:
The project named Guangdong Compulsory Education Project in China is selected for gaining insight regarding need of improving learning facilities and teaching quality in public primary and junior secondary schools.
Project description:
The project is run in four phases or component in
accordance with government’s overall mission of improving or strengthening existing basic education system and modernisation.
1) First component is based on improving availability and adequacy of school equipment and facilities with the expected budget of USD 168.0 million. In this context, it is aimed to support the installation of ICT equipment in classrooms, and, digital educational content for students.
2) Second component is based on strengthening prevailing training and assessment system for improving overall training content of teachers and principals with the expected budget of USD 57.6 million (Guangdong Compulsory Education Project, 2017).
3) Thirdly, conducting pilot reforms for improving overall quality of education, and, modernising basic education system by conducting range of initiatives and programs with the expected budget of USD 39.8 million.
4) Fourth component is based on building strong capacity for monitoring and evaluation, financing costs associated with technical assistance and other aspects with the expected budget of USD 2.9 million (Guangdong Compulsory Education Project, 2017).
Project Beneficiaries: The underlying project is aimed to benefit students, teachers, principals, and parents located in Guangdong province. The project activities are concentrated on children living in poverty line with the aim of improving learning facilities in public primary and junior secondary schools. The project aimed at benefitting 554,800 students through launching improved learning facilities and improving teaching quality. The project also aims at training around 22,800 teachers, covering around 15% of teachers enrolled in compulsory education. The teachers enrolled in rural areas are given priority for participating in training activities (Projects in China, 2019).
Project Financing: Investment project financing is the lending instrument of the project. World Bank has approved $120 million loan for improving learning and teaching facilities in public schools located in less developed parts of Guangdong province. The teaching inequality is aimed to reduce by the Guangdong Compulsory education project through introducing new technology, building new classrooms and improving teacher training. The project aims at focussing on 16 countries facing lower per capita GDP, total cost is estimated to $280 million, among which World Bank will finance only $120 million. The completion schedule is decided in 2023 with the target of teaching around 555,000 students and 23,000 teachers accounting 40% of all students and 15% of all teachers in the countries (China - Guangdong Compulsory Education Project (English), 2019).

As China’s government plan and strives towards a modern, harmonious and creative society, there is increased emphasis on improving equality of education. This is emphasised in the 2016 Report on the Work of the Government where it is aimed to provide compulsory education service in accordance with education standards to all schools.
