Florida County Data (Appendix C.4). Infant mortality rates are frequently used as an index of health in a community. Physicians per capita is used as a crude indicator of access to health care. In the Florida County data, divide the counties into four groups using their quartile of physicians per capita for 20152016 (PHYSPCAP_1516). Compare the infant mortality rates (RATES_1416) in these groups for evidence of any differences in the means. (Be aware that a few counties show a mortality rate of 0.0. When taking logarithms, you must first add some positive constant.)
