Fireworks manufacturers face a dilemma. They must be sure that the rockets work properly, but test-firing a rocket essentially destroys it. On the other hand, not testing the product leaves open the danger that they sell a bunch of duds, leading to unhappy customers and loss of future sales. The solution, of course, is to test a few of the rockets produced each day, assuming that if those tested work properly, the others are ready for sale.
