Introduction 
The paper aims to research and study various issues relating to the federal procurement 
process of the government with special emphasis to tis major goal of providing 
encouragement of small businesses. The paper includes the socio-economic considerations of 
the federal procurement process, a discussion on the differences between contract financings 
via loan guarantees versus private financing, and the impact of each on a minority vendor. 
Further, the paper aims to throw light on the protections that are available to a diverse 
contractor, for his or her intellectual property and carry out an analysis of ‘title policy v 
license policy’ under Part 27 of the FAR. 
Socio-economic considerations of the federal procurement process  
The various socio-economic concentrations of the federal procurement process of the US 
Government are to provide increased contracting opportunities to the various kinds of small 
businesses owned or controlled by socially and economically disadvantaged individuals 
including small, women-owned small, veteran-owned small, small-disadvantaged, HUBZone 
small and service-disabled veteran-owned small businesses. The biggest socio economic 
programs are those that are established for the small businesses and small business concern 
under the Small Business Act (Moskin, 2002). 
The purpose of these contract awards to small businesses is to encourage entrepreneurship for 
this section, which will contribute to job creation and ultimately lead to economic 
development. Small businesses make large contributions to the national economy by virtue of 
their role as innovators, entrepreneurs, generators of jobs and promoters of international 
competitiveness.  
Further, the regulations concerning the procurement process provide for certain items to be 
purchased only from United States firms, and also provide for large businesses and 
organizations to use smaller businesses as sub-contractors.
