Drawing Conclusions The topic of enforced population control (see Another Place, page 432) is an intriguing one for many Americans. Only ten percent of American families in 2000 had more than two children. Does government ever have a right to legislate how many children couples are allowed to have? Under what circumstances, if any, would government have a legitimate say in the size of families?
