Despite the use of mandatory evacuations prior to Hurricane Katrina, there was very little political effort to ensure all people had a way out. As such, fewer Black residents, including poor Black residents, than white residents could leave before the storm hit New Orleans due to lack of access to funds and vehicles needed to evacuate. Further, due to residential segregation, Black communities were in neighborhoods more prone to harm if a major weather event, like Hurricane Katrina, were to occur.
