Cultural growth. Society becomes diverse because of population growth, intermingling of cultures, competitive interest, increased technology, and so on. As a result, people living in such a society find themselves in situations governed by conflicting norms; no matter which course they take, they will violate the norms of some concerned group. This process described by Sellin is consistent with the notion of moral pluralism discussed earlier. But Sellin spends little time in developing this theme. The major thrust of his discussion concerns migration of norms.
