White papers are a document that takes a stance. The goal is to try to convince a particular body of people that your idea has merit and that they should consider it.
A white paper paper is persuasive and uses data (not opinions) to make the point.
For example, a white paper could be written to try and convince people to vote. In the paper, you would give some statistics about how many people voted in previous elections. Why it is important to vote and what possible outcomes could occur if people vote or if they don’t.

I suggest that you look at the ones there, get some info and then create your white page in publisher or word or some other program you have available to you. Your white paper should have a cancer biology theme. Some possible topics (but you are not limited to) are: Should gene therapy be used to treat cancer? Should a pre-existing condition like cancer eliminate a person’s ability to get health insurance? Should hospitals/clinics be required to treat uninsured cancer patients? How should undereducated and people in low economic status be aware of and partake in early detection of cancer? Should all patients be allowed to participate in all experimental treatments for cancer? Should research and development of drugs to treat rare cancers be required and/or supported by federal dollars?
