Juvenile offenders many a times require to face problems including being placed with adult offenders due to overcrowding of prisons and incorrect judgments, bifurcations and understanding about their needs. Lack of facilities makes their conditions in prison pitiable. A sharp rise in the rates of juvenile offenses it becomes extremely important to expand the facilities for juvenile offenders in prisons (Larry, 2010). Case problem requiring intervention The main problem identified in the case is that there are not enough facilities for juvenile offenders in prisons. Overcrowding of prisons is causing a lot of problems. Prisons and prisoners are a difficult and yet important issues to be managed by administrators and require appropriate facilities. It is essential that there be appropriate evaluation of trends and control exercised in order to ensure better levels of management and better environment for prisoners and their welfare. Processes used to identify the problem in the case The processes used to identify the problem in the case is critical analysis of the given information or data. It is extremely important that the rights and safety of the prisoners are preserved. The present systems in prisons have higher flexibility as well as better environment and facilities for the prisoners. Overcrowding of prisons leads to several problems in administration. It leads to problems like lack of food and other expense funds for the inmates. This results in problems relating to quality of life for the inmates of the prison. The data required to be collected to identify the problem The data required to be collected include the information or statistics on actual funds received for prison management and actual requirement of the prisons. Then it would be possible to analyze the actual gap that exists between the funds availability. The next step is to analyze the usage of funds or areas where the funds are spent on. Then the areas which require more attention can be identified. These problems make it essential that the problems caused due to overcrowding of prisons are resolved (Larry, 2010). Data collection methodologies to identify the problem The data collection methodology includes using secondary methods of research where INS statistics can be collected from reports and government website as well as information on budgets. Ways to involve key personnel in data collection and analysis The police and the courts are responsible for taking action against and punishing citizens who break laws and indulge in drug usage. This impacts the nation and the Federal policies at national and international levels. These criminals await the court hearing and the placement in the long term care facilities or correctional facilities. The juveniles go through a separate system of court which sentences them to certain facilities and the programs according to the severity of the crime. Problem Definition The system of Juvenile detention facilities have been debated and questioned since very long time with respect to two problems: ineffectiveness and overcrowding of these facilities. The number of juvenile cases has been on constant increase since past fifteen years and because of which the issue of juvenile centers have come under scanner. The overpopulated centers lead to extremely dangerous environment for the young people there and mishandling of the administration of these facilities. The instability of the logistics and maintenance of the facilities has become almost insurmountable task in these facilities leading to the increased incidences of violence and mental disorientation in the juveniles. The problem of overcrowding also results in decrease in the availability of improvement programs and correctional methods for which they are brought to these facilities. In addition to the problem of overcrowding, these facilities are becoming increasingly ineffective and less impactful to improve the mental condition and behavioral issues in the juveniles and lead high juvenile recidivism rate. These centers are supposed to provide the basic needs for the education, mental health and other rehabilitation facilities for these young offenders who are disoriented with life and require re-channelization of their energy into right direction and positive platform for the future. Lack of education and social skills in these people have a direct link with the recidivism as mental health has a direct effect in criminal tendencies. The high staff to in-mates ratio also makes the implementation of the mental health and education program difficult because of lack of adequate space for classrooms and sessions. Supervision of incidences of violence becomes a tedious task for the staff that makes sure that the children are locked inside their rooms eliminating the scope of outdoor exercise, visiting, and leisure activities. The facilities exclude these children from school and force them to have food inside the sleeping rooms. These kinds of facilities make them feel like prisoners even before they are sentenced to the long term incarceration. The administrators seek extra-help staff that does not have enough training and experience to deal with the strains created by the congestion. Also, they work overtime and get irritated by the needs of the juveniles. The problem of overcrowding makes even the most efficient and experienced staff ineffective due to which it becomes difficult to retain good human resources personnel. Problem Identification Process The identification of the underlying problems and the symptoms was done by carrying out extensive study and the analysis of the case given. The symptoms like violence and increased cases of physical and sexual abuse prevalent in the case were analyzed and the root cause of these problems was found to be the overcrowding of the correctional facilities. The facts and figures given in the case indicate that these problems exist all across the country and hence the problem in the grave need of long lasting and practical solution. The problem is also supported by the examples given in the case to talk about the gravity of the situation. The problem is detrimental not only to the inmates in the juvenile detention centers but also to the entire communities as when these criminals are released and live in the outside world they are a huge social problem to the society. Research Methodology The data collection for the study was done with the help of secondary sources like the previous literature work being done on the matter of the study, the reports addressing the issue, magazine articles, news articles and the journal articles on the topic. After the theoretical and literature study, the facts and figures related to the case were collected by sifting through the periodical reports mentioning the number of juvenile crimes and the frequency of the criminals going through the correctional system. This data gave the information about the relative measure of the need for the number of facilities across the country. The data was also collected about the actual and postposed budget allocation of the respective state for the juvenile facilities in their states. The need gap analysis would result into the budget requirement for these facilities. The next step is to analyze the usage of funds or areas where the funds are spent on. Then the areas which require more attention can be identified. Data Collection For the last sixteen years, the legislature of the state of California has enacted various measures which have delegated the task of managing the juvenile offenders to the counties in the state. As per the present law, the juveniles are adjudicated for the serious crimes like violence, sexual offences and are to be sent to the state facilities by the juvenile courts. This results in the supervision or confinement of more than ninety nine percent of juvenile offenders by counties. According to the budget plan for the year 2012-13, the Governor of California proposed that the completion of the realignment of the juvenile criminal justice by stopping any new admissions to the state Division of Juvenile Justice (DJJ) facilities from January 2013. The state also announced the unspecified budget level to manage the young inmates in the juvenile facilities and also around ten million dollars for the planning grants in the current year. The recommendation for the budget allocation is that legislature should adopt an all-inclusive juvenile justice rearrangement strategy that finishes the change of accountability to districts. Also, the Governor’s suggestion has worth on both strategy and economic basis, but that the Legislature can also tackle the various concerns with the administration’s plan.
