Compared with loss-driven congestion controls like that used in New Reno and SACK, TCP Vegas is an RTT-driven congestion control, which actually is a novel idea. However, is TCP Vegas popularly used in the Internet? Are there any problems when the flows of TCP Vegas compete with those of the loss-driven controls against a network bottleneck?
