Are the responsibility frames mutually exclusive?
These responsibilities are not mutually exclusive either. Welfare of a child and their protection can be taken up by the family as well as the community people. In a case of child abuse as such the kid will need and use up as much support as provided so both, the help of family and of the community will be helpful and highly appreciated.
