Scenario 1
1.
As per the described situation of the Tommy, who belongs to the Aboriginal community, it is clear that the case falls under the Court of Justice of Northern Territory (NT). Chapter 8 of the Senate Standing Committees on Legal and Constitutional Affairs of NT explains about the evidences presented to the inquiry regarding the terms of reference and even legal services provided to the indigenous people.
It states the ability of indigenous people to access justice. As mentioned by Rudin (2016), it includes appropriate legal services, Indigenous legal services, the Legal Aid for Indigenous Australians program funding, adequacy of funding and Indigenous Law and Justice Framework. Under the EEO legislation, government departments are required to meet diversity staffing ratio targets.
Whilst these are in essence administrative, they are real efforts to level some of the playing field, too. In time, dealing with these EEO quotas Tommy and other significant number of indigenous people chose to "tick the box". In addition to it, Aboriginal Legal Service of Western Australia Limited facilitates legal help and representation for torres and aboriginal people in Australia in various matter like criminal, civil, rights and additional community legal help.

After the analysis of the scenario of the Tommy, it could be identified that there are various factors, which could affect Tommy’s community in social, economic and cultural way. From the very beginning, Aboriginal people suffer more than the non-indigenous people do. With the act of Tommy, other non-indigenous people would not respected in the community.
In every area of societal suffering Aboriginals will top the statistics, twice the rate of infant mortality, far lower education rates, far higher incarceration rates, higher alcohol and drug addiction and many more leading to the final insult of dying about ten years earlier than the non-indigenous people. Economically, if aboriginal people like Tommy would not get a chance of job or making carrier, the community will be affected by low-income level and poor standard of living.
Non-availability of the job opportunities and low income will decrease the level of morale in Tommy and he may indulge himself in inappropriate activity of drugs and alcohol consumption. One wrong act of the Tommy may degrade whole community of the aboriginal indigenous people as many Australians and other people would start believing that the Aborigines never get over the past, they are not worth for grateful for the billions Australians have spent on them. They are not able to fit in, get jobs, pay taxes, be real Australian and could serve society development.

Yes, it could be possible that boy like Tommy experiencing short and long term changes and impact on social and cultural factors could lead to suicidal ideation. The incident could affect Tommy’s cultural and social environment as well as its state of mind. Tommy’s high level of alcohol addiction, his friends being unemployed and Tommy’s depression have led him to feel suicidal at times.
