You have noticed that students of color consistently score lower in standard IQ tests and are then often referred for special education programs.     As a school psychologist, I have been observing that the students of color consistently score lower in standard IQ tests than the rest of the students. I closely evaluated the scenario and observed that the major reason behind it is the cultural and environmental difference the students observe in their new place that includes the economic resources they get, the occupational hierarchy of their parents their exposure to formal education, and their living arrangement.
    In the majority of the case, I observed that those children belong to other places and their families are immigrants in the country.
