re of investment in real estate by organizations and multinational investors has been mainly focused on direct real estate assets; Because of the potential and the benefits of a large return. While real estate investment is determined both at the time and place, and it has a significant share of capital investment, the ability to provide expected returns to investors is subject to sources that influence uncertainty on expectations. Real Estate Development (RED) can be termed as an entrepreneurial activity that involves some degree of risk and uncertainty (Cheng, Clark and Womack, 2019). In other words, it can be said that risk and uncertainty are an integral part of the investment decision, and the success or failure of the red judgment decision depends on the assessment and management of the underlying risk or uncertainty. Recent developments in real estate business have exacerbated the problem of risk as well as uncertainty in RED, and have increased investor and market sophistication. Given the increasing intelligence of investors and the degree of risk and uncertainty in the real estate market, RED decisions are becoming more complex than the "yes or no" decision criteria. The natural ability to make new decisions at any time for the life of the investor reflects the realities of the present, which are uncertain by their very nature (Geltner, Kumar and Van de Minne, 2018). Evidence from previous studies has shown that traditional methods were not used long ago due to the irreversible nature of red, the presence of uncertainty, and incomplete information. In addition, the authors postulate that traditional approaches do not always involve realistic valuation of the RED ' stable status, acceptance or rejection of rules, and do not consider other potential investment opportunities in the future.

Qualitative data can be referred to as 'iterative', meaning that it considers analysis to be a developmental process in which stages of data analysis and data collection are interconnected - rather than one-to-one analysis. Therefore, qualitative research is type of research in which the literature shows that as each economic decline is different; management and strategies methods are constantly changing to adapt the data (Yao and Pretorius, 2014). In qualitative research - that, understands object and collecting data and information that will emerge theories, this will be gather from research.
