I have witnessed the fear and insecurity of not having a shelter. My family was homeless for almost a year and that urged me to ponder upon the significance of advocacy and how it can impact life. I was born and brought-up in Baltimore located in Maryland, USA. My home city of Baltimore was facing a lot of issues of people below the poverty line and excessive indulgence of substance abuse since many decades. Baltimore is actually challenged with various socioeconomic problems that has been fuelling the consistent enhancement of the homeless populations. On an average, Maryland has more than 30,000 homeless individuals that are recorded everyday with majority been concentrated in the Baltimore (Reference from the Annual Report on Homelessness, 2017). This is coupled with escalating rise in rent along with homeless people getting indulged in the problem of substance abuse. Hence, they face lot of challenges in receiving the permanent housing until and unless they are graduated successfully from the drug rehabilitation. There is strong need that Baltimore can implement a sound housing first policy which can offer permanent housing unless they are graduated successfully through rehabilitation of drugs. Essentially, Baltimore should focus on analysing the homeless population and then chronologically assessing the needs of homelessness. Furthermore, housing first policies have been implemented in many other cities in United States of America and displayed tremendous results like in Columbus as well as Ohio where the city has witnessed 30% enhancement in homelessness within initial three years.
There is tremendous increase in growth of homelessness population especially in Baltimore with sharp 15% jump from 2015 to 2017 (Reference from the Annual Report on Homelessness, 2017).
