Federal Budget Process
Shutdown occurs in federal budgets either due to conflict within congress or as a result of conflict between the US President (Executive) and the Congress – Senate. Shutdown basically occurs in the US Federal budget when there is hindrance in timely passing of appropriations or continuing resolution acts. Several high stake dialogue and debate take place between the President and the Senate over appropriation measures.
These includes – (1) US federal budget new fiscal year begin from 1st October every year and the agreement on appropriations acts must take place by this date (2) Using CR or continuing resolution to extend the funding process on a temporary basis beyond 1st October until the President and the Congress decides on the full funding levels (3) No agreement reached on full year or interim appropriation acts will ultimately lead to temporary funding gap and will lead to shutdown of the activities of the federal government. If the funding does not likely to begin by the first calendar day of the funding gap, the federal government will initiate a shutdown of federal activities. A Continuing resolution is an instrument which funds the US federal government in the deficiency of full appropriation bills on a temporary basis. An appropriation bill is a bill will distributes and allocates the funds to the definite US federal government agencies, departments and for various programs. There are three appropriation bills that can be presented. They are regular appropriation bills, continuing resolutions and supplemental appropriation bills.
