Task instructions Summary and Purpose of Assessment This short answer assessment task is the first of three (3) assessment tasks you need to complete satisfactorily to be deemed competent for this unit. This assessment task allows you to demonstrate your knowledge required to identify hazards, and to assess and control occupational health and safety (OHS) risks. Assessment Instructions For this assessment you will answer twenty one (21) questions that relate the knowledge required to a identify hazards, and to assess and control occupational health and safety (OHS) risks. What You have been working with ABC builders for a while now, and you are slowly making the adjustments required to ensure that the business constantly meets its obligations. One of these obligations is Occupational Health and Safety onsite. You have identified that some of the policies, procedures and the related documentation required to meet OHS obligations has been difficult to use, doesn’t exist on a formal basis or is out-of-date. There is a high incident rate and there are already several people on extended workcover leave due to onsite accidents. To date, there has been no legal action. And that has been a great security blanket for the owners whom have almost no control over onsite operations. But a recent serious injury, resulting in the amputation of a finger has the owners worried. The planning of all projects also seems to be based on this approach with little to no thought given to manageable timelines and contingencies. Upon your initial investigation, you have identified that poor planning, high task demands, and a lack of supervision are contributing to the number of workplace incidents. You have also identified that your business may not be consulting as widely as it is supposed to be with almost no evidence of industry or expert consultation at all. There is a less than ideal company culture in relation to OHS matters, characterised by a gap in onsite, informal and formal training to keep workers informed of their rights, responsibilities and the likely task and environment demands, agents and other factors that impact on safety. All of the current tools and processes relate to physical obstacle and chemical hazards. The team is currently resistant to any kind of change or improvement. There are obvious concerns over making any changes that will not be taken up by the employees. There is a culture of pushing back on all directions and instructions, plans and enforcement of obligations. And worse, the previous management just never followed through. There are almost no consequences for failing to report or control and hazard or risk onsite and some of the document deliberately conceals that no action has been taken. There is lack of team cohesion, but in saying that they have always defaulted to listen to the most senior worker onsite, Dave. Paddy has constructed some tools for the site and these are being used, but have not been formalised across the business or incorporated into policies and procedures. Because of this default to Paddy, the current hierarchy (site manager, construction manager, business owner etc) has not been effective. A number of the workers you have spoken to have said that they struggle to understand some of the tools, which are hand-written and photocopied, and when they’ve asked questions they’ve struggled with the language and terminology used by the more experienced workers. Most of the workforce, including those that have worked there are long time, state that they are not “readers”. The lack of business cohesion has led to recent high-turnover and many of the available-to-work options have included labour-hire and subcontractors. This has led to more diversity in skill and cultural background too. You have identified a need to radically and transformationally change the organisations approach to Occupational Health and Safety to mitigate OHS risks and avoid a catastrophy. Therefore, you first task is to undertake extensive research about the opportunities, obligations and management strategies so new policies, procedures, tools and templates can be established, communicated and implemented. You will need to take into consideration the information about the business in the formaulation of your answers, but conduct wider research to understand the industry context for risk and the wider knowledge on hazards and risks that can be applied to your workplace. Your research will need to address the twenty one (21) questions provided using examples. You must address each component of the question. You should assume that your stakeholder groups (in future assessments) and the business owner have no prior knowledge of the subject.
