As the threat of terrorism increases, private, public, and government agencies try to understand, how to manage or control the risks of terrorist attacks. To control terrorist attacks, three-level terrorist risk management plan is used which includes preliminary and detailed assessments furthermore; various risk management strategies that can effectively decrease the risk of terrorism are included in this plan (David Strang, 2015). Managing risks connected with terrorist threats can be a difficult task for incident event management teams also. This is because from last few years terrorists attack increase in almost all countries. For example, the Paris attack in November 2015 was a series of coordinated terrorist attacks occurred on Friday, November 13, 2015, in the northern suburbs. In Seattle, during the football match, three suicide bombers attacked outside the St. Denis de France stadium in continuation with this there were several mass shootings and suicide bombings in restaurants and cafes in Paris. The attackers carried out one more large-scale shooting incident at the Bataclan Theatre, resulting in a confrontation with the police. When police officers raided the theatre, attackers were shot, or they blew up themselves. Terrorist killed 130 civilians, 413 people were injured along with 100 people were seriously injured (Christensen, Laegreid & Rykkja, 2013). Seven terrorists also died in this attack. This attack was the deadliest attack in France since the II World War, and it was the deadliest attack in the European Union after 2004 Madrid train bombing. France was on high alert after this attack. The ISIL takes responsibility for the attack, claiming that it was revenge against France's air strikes against ISIL targets in Iraq and Syria.
The terrorist attacks were planned or designed in Syria and organized by Belgian terrorists. Most Paris attackers have Belgian and French citizenship, two of whom are Iraqis and all fought in Syria. A few of them already entered in Europe with refugees and immigrants. In response to these attacks, the three-month emergency state was announced throughout the country to help and combat against the terrorism, including the prohibition of public place demonstrations, and allowing the police to conduct searches without any warrants, putting anyone without a trial into house arrest and blocking terrorist acts website. On November 20115, France launched a largest airstrike on the Chammal operation. It contributed to anti-ISIL bombing campaign and attacked the ISIL target in Lakaga.
This terrorist attack has developed a panic among the people living in the UK. Any event that is taking place in the country has to have a crisis management plan to avoid any kind of unexpected circumstances in the event as well as for the people attending the event. To understand the concept of managing a crisis, the given report will develop a crisis management plan for an event taking place in the UK. All related factors will be discussed to develop the better understanding of the crisis management in need.

The decided event for developing the crisis management plan is a State Level Football Match that will be organized on the University campus as it is organized by the combined efforts of the Universities participating. With the increasing terrorist activities, it is important to develop a crisis management plan for the event in focus. The crisis management plan is important because most of the terrorist agencies have a modus operandi to target a place where there is a huge crowd gathered together. They want to harm as many people as possible and therefore making the event such a place.
