An individual may be regarded as; a responsible citizen only if he can courageously raise his voice against erroneous things for example; against devastation of surroundings. There are two sections in Clean Air Act (CAA) which authorize citizens’ participation in CAA enforcement as well as implementation. These sections are: Section 304 (allows resident suits against CAA violators) and Section 307 (permits citizen suits against Environmental Protection Agency).
