As noted in this chapter, the 2004 amendments to the IDEA included several changes to
make the IEP process more efficient and to ease the time constraints of attending
multiple team meetings. Are these changes sufficient? Where should the balance be in
terms of reducing the amount of meetings and paperwork on the one hand and still
ensuring that enough information is generated to measure progress, provide
accountability, and ensure parental participation in the team process?
