As early as 2007, it was estimated that there were 611 security personnel per 100,000 residents compared to the police who had a ratio of 187 per 100,000 (Shifter, 2012). In fact, it is estimated that in Central America, private security personnel outnumber the police in every country in the region (Meyer & 2011) by a ratio of at least 1.8/1.0 (Aguirre, 2013).
