American foreign relations and China
This essay marks an analysis of foreign relations between America and China. It analyses two primary documents in this regard. The first one is a circular note that details the purposes and policy of United States towards China dated 1900. The second document is a translation of a cablegram that was received by Minister Wu sent on behalf of the Imperial King of china dated 1900.
Brief Background
Before analysing the documents, it is important to have a short background regarding the events occurring at the time. Trade relations between America and China had been at a stop for a long time and had resumed only recently. After the resumption of the trade, the commercial relation between the two countries had improved.
However, in 1899, Chinese nationalists started a violent revolt usually known as the Boxer Rebellion. This revolt targeted the change induced by the foreign countries in politics, trade, technology and religion. American nationals, missionaries, teachers and even traders were targeted, attacked and held hostage. Those who accepted Christianity and attended foreign schools and churches were abused. Several campaigns began and raged from November 1899 and continued till September 1901(Silbey).
Later, the rebels declared war on all Western powers. Eventually an eight-nation alliance brought the revolt to an end. The alliance consisted of troops from United states, Japan, Italy, Germany, Britain, Russia, Austria-Hungary (Bickers and Gary).
Both the documents that have been analysed are dated between these two years of the revolution and hence relate to the situation prevalent thereof.

Analysis
This document was sent via telegram to the US embassies in multiple countries including Berlin, London, Paris, Rome etc. the documents begins by discussing the importance of defining the American stance regarding China. This is being done in the wake of the critical condition in china where American missionaries and nationals were being targeted due to the Boxer rebellion. The document emphasizes the adherence of the United States to their policy that they had initiated earlier on in 1857 whereby peace was declared between the Chinese nation and America. It emphasizes the intention of continuing commerce with China but it also declares subtly that they wish their own citizens and properties to be protected.
