Your task is to: (i) Outline a reform proposal (ii) Discuss the theoretical and empirical rationale for the reform proposal. (iii) Discuss the likely impact on aggregate output and income (iv) Discuss the likely impact on unemployment, inequality, poverty. (v) Discuss the likely environmental impacts. (vi) Weigh the different impacts and give a reasoned recommendation about the reform proposal. Format: Your written report should be in the form of a Policy Paper.
