A portrait of a dynamic world emerges, one in which states experiment with various techniques as they try to maintain some degree of control over the changing imagery that enters their political spaces. In a time of global media interconnections, it is almost impossible to reach decisions or adopt practices about broadcasting or the Internet in one state that are not the consequence of or do not affect the political life of other states.
