A politics of global communication must recognize the endurance of that model. It must also reflect the massive shifts to an environment in which the state fears for its capacities. The set of narratives within any state is the result, and increasingly so, of multilateral transactions, of the power of multinational giants like Google and the influence of many forces, of which the state is only one, and perhaps a weak one.
