“Lockheed Martin researchers in Oak Ridge are fine-tuning a prototype system that will allow global access to medical records via computers and still safeguard privacy. . . . The system, which is designed to link medical records from different sources and at different locations, . . . is called Communitywide Secure Information Sharing (CSIS). . . . ‘With the CSIS system, authorized persons would be able to quickly access patient records through a desktop, laptop or palmtop computer using a World Wide Web browser interface,’ Lockheed Martin stated in a news release. In order to ensure confidentiality, access would be limited by security measures, such as electronic pads that match the signatures of users. The messages passed along publicly accessible computer byways would be encrypted so the information would be unreadable—and thus unusable—without the proper decoding on the receiving end” (Safeguarding the Privacy of Computer Records,” 1996, p. 13).
