Answer:
The Hindu Newspaper (India), 7th Dec’19: Mid day meal program considered charity rather a civic responsibility. https://www.
thehindu.com/opinion/lead/meals-that-can-educate-the-young/article30219206.ece
This is recent news which appeared in the Indian newspaper, The Hindu. The news is related to the mid day meal program and providing free meals (lunch) in the various government aided schools to the students who are basically coming from the poor or the low income families in India. This program is launch so that the students in the villages can study as well as get free food. This will help not only to increase the attendance rates but also reduce the number of dropouts especially among the girls.
This program is more than two decades old and instead of it being considered as a civic responsibility, it is still considered a charity program. Despite the government providing funds there is still deficiency in the easy availability of food items. Incidents like 1 litre of milk mixed in a bucket full of water and served to a class of 80 students in a school of Uttar Pradesh, India is also observed. Another incident was reported in the state of Bihar, India, where 23 students died due to food poisoning. The case revealed that the oil which was used for cooking of the mid day meal was kept in a pesticide container and was not properly cleaned before usage. There are three kinds of issues observed while serving the world’s biggest program of its kind. (1) The food is either of low quality or poisonous (2) Foods are either stolen or funds are embezzled (3) Lastly there is a lot of discrimination based on caste and creed. Many students in various schools across India are reported to sit separately based on caste and creed. Also when the food is served in the school the atmosphere should be relaxed, instead it is a hassled one. The cooks are also underpaid.
Hence, if such a worldwide program is conducted with such a low quality mindset the students will suffer. They will perceive a sense of hatred instead of the friendliness. This reflects how a program directed towards providing free meal to the poor school goers is mismanaged.

Answer:
The discussion is about the reducing the cost of SNAP (Supplement Nutrition Assistant Program) in USA. This is a food assistance program, at a discounted rate targeted towards the families of below poverty line in the USA.
By providing this food assistance program the US government supports the middle income family with basic diet, in return these people purchases food from the retailers registered under the SNAP program and thereby generates income and boost the US economy.
The idea is extremely supportive and well organized. But, to support this program the government has to incur huge amount of cost. Also many people above the poverty lines are enjoying this facility, which is a drawback. To stop this malpractice, the government decides to cut the cost of SNAP. But, it will indirectly affect the children most as these children and school goers, are mostly from poor families and needs nutrition at subsidized rate to grow. But, the government is thinking of channelizing this fund towards creation of jobs instead of providing the funds directly to the poor families through SNAP.
